England's social care system should support older people, people with special needs or disabilities and their carers. However years of neglect have left the system on the brink of collapse.
A shocking 80 per cent of those in need of home care do not receive it from the state. With the number of older people set to double in the next 20 years, changes must be made now. The next few years provide a unique opportunity to strike a new deal for the care and support system in England, fit for the 21st century.
