We want a system that:

• enables people to assess their own needs and to choose the right support;
• is better funded, sustainable and more efficient;
• supports families and carers as an integral part of the system;
• reaches more people, earlier;
• offers individuals a fair, simple and consistent deal; and
• is easy to understand, access and use.
